Don BURNS fc036a28ce Temporarily adding makedefs.new and makerules.new to keep them
separate from current makedefs/makerules files.  Will eventually
remove all makedefs.* and makerules.* and replace only makedefs
and makerules with makedefs.new and makedefs.new
