tuftedocelot dc8f194e6e Add support and tests for BDS 6,1 emergency messages 
ACAS RA messages (subtype 2) are not yet implemented. These messages
are the same format as BDS3,0 starting at byte 9

I tried to `pms.adsb.surface_velocity()` as per README with a typecode 19 msg and got an error:

```python

>>> pms.adsb.surface_velocity(msg)

```

so I propose this fix.
I used pyModeS      2.2
