Add matrix_rtc_mode config option (#4014)

* Move MatrixRTCMode enum from settings.ts to ConfigOptions.ts

* Add matrix_rtc_mode config option

* add matrix_rtc_mode to config.sample.json

* Update src/settings/DeveloperSettingsTab.tsx
