Makefile: Strip PARALLEL tags on deploy
...
Since releases are commited into the proyect instead of stripping the labels
when generating the release file, we need to do it before deploying (depending
on the PG release)

Add RELEASE_VERSION option to make deploy

Now make deploy installs by default the current version,
but can be made to install any prior specific version using
a environmnt varialbe RELEASE_VERSION
