James Turner c1179f2e3b Update to Expat 2.4.4

Required to address reported in-the-wild CVEs in older Expats.

This may need a tweak for Linux / BSDs to set appropriate values in
our custom expat_config.h : only macOS and Windows tested so far.

SimGear - Simulator Construction Tools

applications.

SimGear is developed by the FlightGear project and also provides the base
for the FlightGear Flight Simulator.
